Technology
with purpose.

Good software begins with understanding the work behind the request. I combine hands-on development with system design, database thinking, security awareness, and attention to how people actually use a platform.

Useful before impressive Technology should solve a real problem and remain maintainable.
Clarity at every layer From the interface to the data model, decisions should be understandable.
Built for reality Systems must work with existing processes, constraints, and imperfect data.
Responsible delivery Security, reliability, and accountability are part of the work.

From junior programmer
to IT supervisor.

I began my government IT career in April 2011 as a junior programmer and progressed through increasingly responsible technical roles. Today, I serve as an IT supervisor while remaining actively involved in systems development and infrastructure modernization.

Before public service Worked independently as a programmer and spent four years teaching as an IT instructor.
Academic foundation Bachelor’s degree in Electrical Engineering from Western Mindanao State University (WMSU), with a Master of Public Administration from Manuel L. Quezon University (MLQU).
Professional progression Progressed from junior programmer to an IT supervisory role through hands-on delivery and institutional experience.
Continuing growth Continuing to strengthen my technical and supervisory experience while staying grounded in practical technology and public service.

Cloud capability.
Local control.

I bring cloud-native capabilities into organization-controlled infrastructure—combining the convenience and flexibility of modern cloud development with appropriate control over sensitive institutional data.

Private cloud foundation Hyperconverged and virtualized infrastructure pools compute, storage, and services for more flexible operations.
Portable deployment Containers, reverse proxies, and automated deployment make services repeatable, maintainable, and easier to move.
Responsive systems Redis, APIs, caching, and real-time services bring cloud-style capability to on-premises applications.
Control with responsibility Local control supports privacy, but still requires disciplined security, patching, monitoring, backups, and access management.
Local intelligence / enterprise systems

Making AI
practical.

Leading the development of local AI capabilities and integrating AI into enterprise HR systems—bringing useful intelligence closer to the data, the people, and the work.

Built around
people.

The people I work with trust me to turn operational needs into dependable systems. They value my accessibility, willingness to listen, and commitment to improving applications based on how people actually work.

Approachable by design Users can explain what they need, ask questions, and see their feedback reflected in the system.
Ease of use matters Clear interfaces and thoughtful UI reduce friction in everyday work.
Continuous improvement Systems evolve through feedback, observation, and practical refinement.
Department-wide delivery Developed HRIS, FMIS, and Procurement systems for broader departmental operations.
